After an interesting conversation with ATF at SHOT show we are updating our policy on transfers into the shop.
ATF defines a straw purchase based on who paid for a firearm. If one party pays for a firearm and another party takes possession of the gun, ATF says that is a straw purchase and violation of the law. Having a transfer gun billed to one person, and another person picking that gun up is, according to ATF, a straw purchase.
If you are purchasing a firearm online, make sure that the Bill To, and Ship To names match who will be the recipient of the firearm. We will only transfer a firearm to the person invoiced (Bill To) on the transfer.
Further, once we have received an invoice naming the billing party, that person is the ONLY person that we will transfer the firearm to. If that person is unable to pick the firearm up, it will be the customers responsibility to pay for shipping back the the original seller for any changes to the invoice. Per our instructions from ATF, changes made to the billing after we have logged the firearm into our system are insufficient to avoid straw purchase definitions.
